  Conclusion:
  We can optionally/on request add "Multi-Arch: foreign" to arch:all packages
  - if they are leaf packages, i.e. depend on only perl
  - if they depend only on perl and other arch:all packages;
    but this is fragile because the dependencies can change from arch:all to arch:any
    "behind our back" and there's currently no QA tool warning us in place

* Discussion of #841076 ("running enc2xs -C on (de-)installation of Encode::* packages")
  - implementing a trigger in the perl package as suggested by ntyni seems right
  - we might want to ask upstream about the status of enc2xs -C as it's somewhat under-documented and under-used
