Day 2 (2012-07-10) @ 11:00 Room: Roberto TerĂ¡n *** Topics for Discussion ***** Criteria for granting travel sponsoring - Should it be based on ``need''? - if so, how to proceed (darst's ideas?)* - What about the ``contribution level''? * http://wiki.debconf.org/wiki/TravelSponsorship#darst_plan ***** Questions to ask / Information we need} - Ask for 3 amounts: travel costs, absolute minimum (would not come otherwise) and requested amount - References for Debian work - Two free text fields: Work done for Debian and why is sponsorship needed - Maybe add a quantitative field on "how would you react to rejection" (i.e. "would not attend", "depends on the circumstances", "would find it hard, get lent money and attend", "would attend anyway, but it'd be nice to be sponsored") ***** Make requests public? - Only for granted requests? - Only amount granted or full request? - Make ratings public too? - Only accessible to DDs? ***** How to proceed? - Form a team to create a criteria proposal and dot the sponsoring for next years conference - Do we need a special process (DEP, GR, Delegation, ...)? *** Issues / Questions - Basis for travel sponsoring - Need -> darst scale (no longer buy food, cut on personal travel, less savings) - Pays himself vs. payed by someone else / employer - should previous sponsoring received be taken into account - Past contribution - Rate "need" based on how they describe it: I need travel sponsorship, as incomes in my country are too low to afford this. I need travel sponsorship, otherwise I would have to give up things necessary for my life such as food or transportation. I need travel sponsorship, or else I would have to give up my personal travel. I need travel sponsorship, or else I will have less personal savings. - The interpretation of the "Amount unable to found myself" was very different among the team. Therefore also the criteria for the requested amount ranking varied. - Should the need come into the picture at all? - The quality and detail level of the rational given by the applicants was varied widely. Question: "What are you doing for Debian? Why do you request sponsorship?" - How are the team members doing the ratings selected? Should there be any restrictions (like not applying for sponsoring, must be a DD, ...)? - Should there be more feedback? If yes what? - How to proceed? Form a travel sponsorship team with an official delegation? Have a policy proposal and send this to debconf-team for "decision". *** Ideas - DEP for travel sponsoring guidelines? - model it like a scholarship applicaton - penalize for past bad performance (not showing up but reconfirmed, not showing up when approved for travel sponsoring) - ask for references - make travel fare, amount requested and amount awarded public (only DDs?, only if amount awarded > 0?) - (see http://wiki.debconf.org/wiki/DebConf11/TravelSponsorshipBOF) *** Comments from Luciano Bello Improving the Ranking: - Amount of people that ranks: "rank if you ask for sponsor"? Help if you ask for sponsor? Front-desk, talk coordinator, etc...? **** dart's plan: Rate "need" based on how they describe it: I need travel sponsorship, as incomes in my country are too low to afford this. I need travel sponsorship, otherwise I would have to give up things necessary for my life such as food or transportation. I need travel sponsorship, or else I would have to give up my personal travel. I need travel sponsorship, or else I will have less personal savings. * Minutes/Notes - Gaudenz discussed the current system, namely what is asked in Penta, how the sponsorship team used the data this year. - Gaudenz reports statistics for this year (to be copied later) - We also only funded full amounts - Start discussion about need: Ian jackson: stigma associated with amount of sponsorship - Tincho: it would be more fair if there was a fixed set of criteria, so people knew if they should apply - Moray: two kinds of criteria: public criteria who we expect to apply, other criteria how to grade - Christian Perrier: it's important to have some new people sponsored every time. - H0lger: we should have newbie iniative - Moray: should we just blindly follow the scores? - Ian Jackson: 3 criteria - worth having at debconf - financial need - costs are sensible Discussion about need. Luciano: Everybody (not just a herb committee) should rank Gunnar: Compromise, big, diverse committee Didier (OdyX): proposes a measure of the "effort" as a ratio between income and sponsorship amount requested. Several proposals for splitting into different queues. Concensus that at least the name of granted applicants is public
