      come otherwise) and requested amount

      - Need -> darst scale (no longer buy food, cut on personal travel, less savings)
      - Pays himself vs. payed by someone else / employer
      - should previous sponsoring received be taken into account

    - Rate "need" based on how they describe it:
      I need travel sponsorship, as incomes in my country are too low to afford this.
      I need travel sponsorship, otherwise I would have to give up things necessary for my life such as food or transportation.
      I need travel sponsorship, or else I would have to give up my personal travel.
      I need travel sponsorship, or else I will have less personal savings. 
    - The interpretation of the "Amount unable to found myself" was
      very different among the team. Therefore also the criteria for
      the requested amount ranking varied.
    - Should the need come into the picture at all?
    - The quality and detail level of the rational given by the
      applicants was varied widely. Question: "What are you doing for
      Debian? Why do you request sponsorship?"
    - How are the team members doing the ratings selected? Should
      there  be any restrictions (like not applying for sponsoring,
      must be a DD, ...)?
    - Should there be more feedback? If yes what?
    - How to proceed? Form a travel sponsorship team with an
      official delegation? Have a policy proposal and send this to
      debconf-team for "decision".

    - DEP for travel sponsoring guidelines?
    - model it like a scholarship applicaton
    - penalize for past bad performance (not showing up but
      reconfirmed, not showing up when approved for travel sponsoring)
    - ask for references
    - make travel fare, amount requested and amount awarded public
