- should listmasters be delegated? (CoC-related)

** easying contributions:
- submit patch: "packaging questions are welcomed on local dev lists"
- japanese translation of packaging tutorial exists, but never submitted upstream.

- create toy implem of apt-list-contributions (renamed to 'how-can-i-help'?)
