- run tests before upload -> better quality uploads
- lower barrier for newcomers to Debian packaging
- more shared runners, CI should run faster
- tracking upstream and running tests directly on upstream, so Debian breakin changes are detected and reported upstream _before_ upstream releases and causes problems downstream
- increase coverage
