They could probably give a full room for mini debconf. Advantage: triple borders (arg, brasil, paraguai. - For many it's only possible to be if there's bursaries. - Some people have tried to organize minidebconfs in latin america many times. - Part of the problem is the large distances and cost. There were minidebconfs in ecuador and panama.
